OFSGOE Assessment Handbook

Guidance for evaluating institutions using the OFSGOE Framework — assessment process, evidence requirements, scoring and reassessment guidelines for consistency, objectivity and transparency.

Assessment Process

Five Stages

  1. Stage 01

    Registration

    Institution submits organisational profile, strategic plan, governance structure and relevant institutional information.

  2. Stage 02

    Self-Assessment

    The institution completes the OIEAT questionnaire and conducts an internal review against framework criteria.

  3. Stage 03

    Evidence Submission

    Supporting evidence is submitted: strategic plans, annual reports, financials, governance policies, performance reports, programme evaluations.

  4. Stage 04

    Independent Review

    An accredited OFSGOE assessment panel reviews evidence and may conduct interviews, site visits or virtual assessments.

  5. Stage 05

    Scoring & Feedback

    Institution receives overall score, pillar-specific scores, maturity classification, strengths, opportunities and improvement recommendations.

Reassessment

Two-year reassessment cycle

Institutions are encouraged to undergo reassessment every two years to monitor progress, validate improvements and maintain alignment with OFSGOE excellence standards. Institutions demonstrating significant organisational changes may apply for reassessment before the two-year cycle.
